The Casa Marborough project was a rehabilitation of an existing 8 unit housing community located in the City Heights neighborhood of San Diego.

David Billings was hired as a Consultant by City Heights Community Development Corporation to provide project management services and structure multiple capital financing sources for this complex scattered site project.

Project challenges included: 5 Scattered sites; varying scopes of rehab for each unit; Public bidding process; Prevailing Wage (and related reporting requirements – certified payroll etc), temporarily relocation for residents; multiple and additional funding streams (HOME, CDBG, SD Housing Commission etc) that came available part way through construction; tight budget and time-frames constraints.

Unit amenities include fully equipped kitchen with range/oven, refrigerator, garbage disposal, and microwave. Low and No VOC paints, glues and adhesives were utilized throughout the project to better protect the environment and residents.
